I’m working on a sociology discussion question and need an explanation and answer to help me learn.
In our local context, Ministry of Health (MOH) have been funding our healthcare system via activity-based funding, i.e. funded largely by workload and number of treatments rendered. The disadvantage of such funding model is that it pays for output regardless of clinical outcome and regardless of whether a provider follows the optimal care pathway for a patient. However, if we’re going to tweak the healthcare financing model to outcome-based funding, would there be a possibility to quantify “recovery” in a recovery-oriented mental health system since recovery is a highly personal journey of every unique individual. Your views?
