The key elements of project management involve initiating, planning, executing, monitoring and control and closing. The current report will offer information about the development of the site as a sports club for public usages. The report will provide knowledge about the project engineer and development of the site. The mission of project engineer is to develop the site and minimize the waste as well as protection of people. The information will involve permission, consideration of environmental management, utilization of resources and use of ethical and legal approaches to manage and develop new ground. The budget for development of the site is $250, 000, 00 which is offered by Mr. Megabucks.

According to given case scenario, Mr. Megabucks has decided to improve the facilities of a sports ground that he owns but leases to local sports clubs that would be used by the public in future. Moreover, Mr/Ms. Tiptop to assess the land and identified the development needs to be completed within a budget of £250,000.00. The land is a 10-acre patch of ground surrounded by a housing estate and a school. By considering these facts, it is essential to take the prior permission for developing the site as sports club as construction work will create some issues for nearby population and environmental conditions. Apart from that, the current ground condition has a wooden fence that is broken down at many places. The several parts of the ground have been used for illegal tipping of waste and local residents have also reported seeing rats and strange colours as well smells of the back water.

Now to improve the conditions and manage the construction activities, Mr. Megabucks needs to take permission from environmental agencies like London Borough Council, Tower Hamlets, Waltham Forest and Hackney. These are major authorities that providing guideline and permission for managing the construction. For maintaining and implementing the best practices, it is important to follow the code of practices determined by these authorities. Moreover, for sustainable development and meeting the benchmarking standards for site consideration of framework provided by agencies would be beneficial (Hwang and Ng, 2013). To meet objectives of a construction project, an efficient team is required. Being a manager I will determine role and responsibilities of individual by considering their skills and capacity.

The construction project management process will look into procurement, development of contract, design, planning and communication of directions. Additionally, for health and safety environmental standards requires to be followed for developing the strategy. The site development project involves use of ISO standards that will help to improve the quality, incident tracking and boundary checking. In order to manage improvement and developing building office, bar, showers, toilet, changing room and common room the project team will conduct meeting with the Environmental Agency and British Waterways. These agencies will offer technical advice to the project team for identifying the risks and use of equipment to meet the requirements (Jackson and Bonard, 2011).

Risk management:

The development of these buildings will involve risk for workers. Now to overcome these risks, the management team will use Waterfall model of project management to define and test the activities and develop the prior plan for sustainable development. For managing noise and dust

As ground site surrounded by residential population, so construction team has to apply the best practices for mitigating noise, dust and waste management. In order to manage these risks and issues, it is recommended to consider Control of Pollution Act 1974 and application of regulations that provided by the authority of environmental health (Schwalbe, 2015). The implementation of regulation will overcome issues of illegal tipping of waste and smells in the backwater. Moreover, for managing noise and dust project team will follow the advanced drilling techniques and manage the operations according to weather conditions. The use of spray will also reduce the impact of wind-blown dust that creates health issues for workers and surrounded people. For managing noise, the utilization of advance pecker and breaker will be beneficial.

Waste management:

To minimize waste and proper management of it at ground site, a waste management manager will be appointed. The major responsibilities of manager are to manage all construction waste and ensure the recycling targets (Sears and et.al. 2015). A barge can be used for transportation of waste from the ground site. It is also recommended to manage the waste according to waste hierarchy and implement the centralized on-site services for waste consolidation center.

Communication:

The internet tools would be used for gaining the information and planning of activities that less harmful and risk-free. The report has discussed planning permission, code of practices, use of ISO standards for managing the operations and functions with high quality. The project team will develop and implement the plan considering the proposed budget. The report has also provided recommendations for improvement in the construction site and managing the waste by reuse.
