One of the major highlighting points about the hospital is their ability to make the most use of the healthcare technology to provide advanced and innovative service to the society. With the improvement of the digital technology of the modern era, it is possible to make the most use of the existing infrastructure. It also enables the healthcare experts to deal with higher levels of health challenges that need to improve the status of population health (Danaher et al. 2015). The healthcare technology uses the most advanced forms of healthcare resources mostly constituting of the medical devices. Duan et al. (2011), has mentioned about the importance of healthcare engineering that is needed to establish bridge between the healthcare service sector and that of the healthcare technology. This is associated with the fact that biomedical engineering is one of the major advances that occurred in the modern day scenario. It has not only helped in the process of complex treatment in the health care service, but it also helped in the process of early diagnosis of disease.

The use of the healthcare information system is one of the major implicating areas of the advanced medical technology that is needed to overcome the consequences of medical errors. The main purpose of implementing the same is to have automated system is to improve the levels of patient satisfaction as they can heal in much quicker time process. The purpose of the same is to deal with the issues related to medical errors that are caused due to poor management of past medical records.

Importance of Healthcare Technology

Healthcare information system or the process of electronic medical record system has been the major forms of revolution in the overall process of health care service. From the report of Duan et al. (2011), it is important to note that the usages of the health care information system mostly in the forms of electronic medical records have increased to 77.3% in 2010 to just 21.4% in 2005. It is also important to note that majority of the clinical decisions making process is enhanced due to the advanced forms of data that are used in the due process.

Nevertheless, it is also important to note that complex levels of management are required to effectively deal with the complex situations that are raised due to this new forms of medical technology. The health care organizations are facing higher level of issues that are raised due to the high end technological skills. The major and the initial forms of challenges that are caused are due to the technological acceptance barrier by the healthcare stakeholders of the respective region. One of the main purposes of implementing the health care system as a part of the technological infrastructure is to improve the existing communication style.

Padhy et al. (2012), have mentioned about the fact that the management issues related to the implementation of the health care information system are directly linked to the factors of related to patient satisfaction. The information system is the vital part of the management system of the healthcare technology. Nevertheless, the success rate of the information system in the health care technology is dependent on the quality of information that is used as part of the medical records system. The major elements of the healthcare information system include the medical records of a patient. The errors that are caused by the due process of implementing technology in the medical health care system are believed to enhance the procedure of information processing.

The lack of training among the employees is one of the key causes for management issues related to implementation of the health care information system in Emirates hospital. This is mainly due to the poor infrastructure in the training process of medical workers (Nguyen et al. 2014). As the use of the information system is directly linked to the system of clinical decision making, it is important to have innovative and transformative style of leadership. This is currently lacking under the existing situation of health care management in the hospitals of Dubai. This is also one of the major issues that have prevented the implementation of change management in the healthcare organization. The employees in the hospital also lack the motivational factors that are needed to overcome the existing situation of health care challenges.

Challenges in Implementing Healthcare Technology

The essential process of implementing the healthcare system can help to deal with the major changes under the existing environment. According to Wager et al. (2017), one of the major causes of implementing the healthcare information system is to analyze better the data that are relevant to the networking skills within the system of healthcare organization.

Weaver et al. (2016), have mentioned about the importance of Healthcare reforms, which requires combination of Technology and data related to health care service in the form of e-commerce and CRM portals. In order to implement the same high level of Expenditure is required, which will help to combine Healthcare information with Data Analytics. This is added to the issue of wireless network in which is another important part of providing important Healthcare information. In respect to the condition of UAE, Healthcare structural limitation is one of the major challenges for implementing wireless Technology for better health care communication. The challenge related to wireless technology is associated with telemedicine. There are certain applications of using telemedicine according to the health care Reform law of UAE. Implementing the same in Healthcare service for advanced patient care is a major challenge that is prevented due to poor level of Healthcare communication.

Changing the habit of the patient in making regular use of Healthcare technology is another essential challenge. According to Stoops et al. (2018), only 35% of the patients in you are currently aware of the uses of Healthcare information technology. There are other just 7.5%, who are able to make use of Healthcare technology in the form of devices including Smartphone to access essential information related to health care service. Hence, there is lack of higher level of patient engagement, which has become a major application for the Emirates Hospital.

Additional issues that occur due to lack of patient engagement are the challenge of accessing essential clinical information for individual patient care. The hospital management is not able to get proper information related to the medical record of every patient belonging from different communities in UAE. It is therefore not possible to implement effective clinical data analysis process, which is needed as an essential part of Healthcare information system.

In a given context, the rationale of the current project is to implement effective system of Healthcare information technology. Rapid infrastructural change of the Emirates Hospital is required in order to provide essential training to the Healthcare workers about the proper usage of electronic medical record system (Heldman 2018). The government is implementing higher level of Expenditure, which is believed to have a significant impact at the awareness and skill development level of the Healthcare workers in using of Healthcare information system within next 10 to 15 years. The current study will also provide details about the importance of raising the awareness level of the patients, which will help them to increase the usage of popular Healthcare Technology in providing their detail personal information.

Rationale of the Project

Change management is also predicted to occur at the quality of Healthcare leadership which will be provided at the Emirates Hospital. With effective form of transformational leadership at the health care institution, it is possible to initiate the stakeholders about the usages of popular Healthcare devices. It will also be possible for them to encourage in making higher level of investment for improving the existing technological infrastructure of the hospital. Higher level of collaboration between the patient and Healthcare workers is also believed to occur, as Healthcare communication facilities are supposed to improve, where the patients are able to provide greater level of information related to their clinical condition (Xiao et al. 2014).

The goal and strategies of the project will be determined with the help of smart objective tool. This will ensure that the Healthcare stakeholders of the Emirates Hospital are able to understand the importance of the current project of implementing Healthcare information system. It is also possible to predict that time frame, and exact scenario after implementation of Healthcare Technology has taken place. According to Bjerke and Renger (2017), the smart objective tool is an essential element of management plan, which can help to predict the outcome of any management project depending upon the existing issues encountered within a system. Following are the details related to the acronym of smart goal:

Specific: The goals of the project need to be specific depending upon the existing issues that are encountered by a management system. In the given situation, the specific aim implements high level of Healthcare information system by modifying technological infrastructure of Emirates Hospital in UAE. It is also important to understand the importance of the specific goal, which includes improving the level of Healthcare communication. It can also help in revolutionizing the process of clinical judgment, where the patients are able to make use of their past medical records for improving the level of accuracy in the existing Healthcare service. The main stakeholders, who are involved in this specific goal includes all Healthcare workers and medical practitioners. It is also important to bring about change in the existing Healthcare teaching process. Hence, it is important for the healthcare educators in UAE to incorporate change in the style of Healthcare teaching process. The management of the Emirates Hospital also needs to change the leadership style, which can help them to incorporate frequent changes in the Healthcare information system. The specific resources that are involved in the project include higher level of Healthcare Technology and devices, which are needed for advanced level of communication between the patient and the Healthcare workers.

Smart Objectives for the Project

Measurable: The implemented objectives of Healthcare information system need to have measurable quantity. It is therefore important to measure the level of investment that needs to be done by the hospital management and Healthcare authority. It is also important to measure the path, that will be followed, which includes implementation of advanced level of Healthcare devices in training process of Healthcare workers. The change is expected to fully implement within the next 10 to 15 years.

Achievable: It is also important for the objectives to be practically achievable in the context of current scenario in UAE.  Under the existing situations due to financial constraints the hospital is going to face higher level of challenges for implementation of the Healthcare information system. It is therefore essential to increase the level of funding at the basic stage, which is needed to revolutionize the existing technological infrastructure of the hospital. The objective needs to include the promotional factor, which will help them to raise the awareness level of the stakeholders as they are implementing essential Health Care information system.

Relevant: The relevance factor is essential elements, which will help to ensure that the implementation process of the health care information can successfully improve the quality of existing Healthcare service. It is also important to measure the change in clinical decision making process that is needed to improve the accuracy level of the current Healthcare system. The project is also implemented in the context of the existing situation of global Healthcare facilities, where the medical practitioners are highly dependent upon critical clinical information related to the medical background of a patient. Usage of Healthcare information system can also help in updating the medical database, which is used by the workers for improving their knowledge level about any particular form of Health Care disease (Zhang et al. 2017).

Time-bound: This is the final parameter of smart objectives, which helps to ensure that the project is complete within a definite period. In the context of the existing situation in Emirates Hospital, sufficient amount of time is required for full change in the management planning process. Nevertheless, bringing interchange in the process of existing Healthcare information system will take 10 to 15 years.

The main aim of the project activities that are implemented in the Emirates hospital is improving the quality in the healthcare services that are needed to overcome the challenges in the dealing with complex issues in the healthcare settings. According to Abdelhak et al. (2014), project activity related to Healthcare information system is aimed to increase the scope of patient generated data. This can help the Healthcare workers to keep track of the patient care information. This is preceded by the fact of dealing the issues regarding the ubiquity as the Healthcare workers are able to track the process of improvement in the patient care system. Almalki et al. (2015), have stated about the concept of self tracking system, which can help the process of interaction between human and computer system. Hence, with the element of self tracking system it is possible to make use of all forms of clinical information in reducing the chance of medical errors. This is needed to overcome the consequence of the poor and inappropriate form of medical treatment that is provided to individual patient.

One of the major challenges in the project is due to the fact that very few Healthcare workers in the existing situation of Emirates Hospital are accustomed to the practice of Healthcare information with the use of advanced medical data. The advancement in the full of pain management also needs to be implemented in the process of Healthcare information.

To properly improve the system quality of Healthcare services provided by the Emirates Hospital the project of implementing health care information system need to follow fixed protocol guidelines (De Choudhury et al. 2014).

At the initial stage of the project planning, it is important to focus on the strategic function. This needs to have focused on the matters of corporate level strategy for gaining high level of access to the information system. This can be developed limitation of Advanced Software and Hardware in Healthcare information system as a part of technological infrastructure (Wager et al. 2017). The foster levels of operational system also have to be included in the existing infrastructural setting. The hospital management needs to hire vendor from the IT department that is needed for making advanced usage and changes in the current operational departments. However, before hiring the IT vendors, it is essential for the hospital management to comprehensively analyze the existing industry of Healthcare IT. It will, therefore, be possible to adopt the optimized form of operational change in the technological infrastructure that can help the hospital management in the implementation of innovative strategies. After implementation of the IT vendors in the respective operational techniques, it is possible to review and construct the new facilities that are essential in the context of dealing with the issues of change management at the basic operational level. Regularly review of the newly implemented strategic changes can help in the matter of resolving cases related to leadership issues in the hospital.

After the strategic planning process, it is important to focus on the specialized Healthcare system in the clinical facilities. This is needed to be collaborated with Healthcare management strategies with clinical judgmental process (Stoops et al. 2018). Direct guidance is needed by the management in the matters of collaboration of clinical strategy with that of technological strategies of the organization. Hot this process the hospital management needs to install top tier Healthcare information system, which is integrated into all forms of medical databases in the given region of UAE. It is therefore possible for the Healthcare experts of Emirate Hospital to have useful led management facility. The element of enterprise scaling is also needed under the given context that is needed to manage all forms of operational activities. The process of automation also needs to be included in the existing Healthcare information system, which will decrease the chance of medical errors as human factor is eliminated from the operational process. Accurate tracking process can also be implemented that is needed to manage the activities of the Healthcare facility. This can also analyze and retrieve essential information from the clinical background of a patient community. Effective support system also needs to be implemented in the clinical strategy making process. This will assist in the process of essential information collection from the patient party.

The next part of the Project Planning needs to include the element of hospital Healthcare system in technical terms. The hospital needs to provide full Outsourcing data centre and higher level of Technical operation (De Moor et al. 2015). This is an essential part of the Urban Health care system in Dubai. Regular up gradation of the data system will ensure accurate form of information is gathered from Outsourcing unit. The outdated technology needs to be replaced with newer versions that are needed for higher level of expertise in integration of the management system. According to Watanabe et al. (2016), the Healthcare Technology needs to be implemented with augmenting support system, which will ensure that user friendly devices are installed in the hospital unit. In this process it is essential to ensure that the physicians of the Hospital unable to get proper training in the new form of operations. The automation process in the information system needs to be selected by the medical administration. This will ensure that in the strategy planning process only the optimized information is being stored in the database is for future references. The training process for the medical experts needs to ensure that the chance of implementing critical decision during the time of emergency is enhanced.

Another important part of the current project is to select proper supplier and vendor, which will help to provide proper and accurate resources needed for the development of existing Healthcare system. The service provider needs to have proper access to all forms of medical databases in the UAE region. The suppliers also need to have the capability to comprehensively review all forms of medical data that are collected from relevant sources (Syn and Kim 2016). The IT infrastructural development is dependent upon the quality of product that is provided by the respective suppliers and vendors.

As mentioned in the earlier section, implementing essential Health Care information system required essential changes at the management level of the Emirates Hospital. This will include important changes at the levels of leadership style, which can help them to motivate the employee in acquiring essential skills for commenting Healthcare information system. It is therefore important to bring about changes the organizational structure and Human Resource Department of the Healthcare organization.

According to Thomas (2015), the quality of health care service is highly dependent upon the management or leadership style provided by the health care institution. As implementation of the Healthcare information system is dependent upon the awareness level of the respective stakeholders, the management needs to have higher level of efficiency, which will help them to determine the levels of modification that are required in the existing Healthcare Technology. Gopee and Galloway (2017), have added the fact that numerous Healthcare professionals are dependent upon the quality of interaction that occurs within the stakeholders while they are implementing essential clinical decision. It is therefore important to implement multi directional approach, which will help them to gain access to all form of information that is needed to implement important management decisions.

In the context of the existing situation at the Emirates Hospital, it is important to implement the transformational leadership by the nurses and Healthcare workers. As mentioned by Delmatoff and Lazarus (2014), the transformational form of leadership in the Healthcare workers helps in the process of improving level of communication between stakeholders at the hospital. It will be possible to raise the awareness level of the stakeholders, as they are involved in the process of clinical decision making. The transformational leadership can also help in motivating the worker in bringing about change in the existing organizational structure, which is mainly implemented to provide rapid and accurate level of Healthcare service to the patients in UAE. The transformational leaders under the existing Healthcare situation are expected to go beyond traditional way of management in order to achieve innovativeness in the existing Healthcare settings. It will, therefore, be possible to motivate the workers to acquired high level of skills by overcoming the challenges that exist in the current Healthcare scenario of Emirates Hospital.

Shanks (2016), has mentioned about the importance of collaborative leadership which is another essential element of the management practice in Healthcare system. Collaboration in Human Resource Department of the Emirates Hospital is essential in improving the existing style of communication that occurred between the Healthcare stakeholders. With higher level of information exchange between the employees of the hospital it is possible to provide better and accurate quality of Healthcare service. Under the given contact the collaborative leadership aims to improve the level of communication between the management of health care system buy essential dialogue process. Individuals at different level of the hospital are responsible for higher level of collaboration that is needed for effective working of the Healthcare Technology.

The collaborative style of leadership can also bring about change and the organizational culture, which is mainly focused on improving patient service through essential Healthcare communication. With effective communication it is possible to gather important information related to the background condition of a patient. The medical workers also need to acquire information about the cultural background of the patient which can help them to understand the Healthcare challenges encountered by different communities in UAE. It is therefore important for the medical electronic databases to have detail data about the cultural background of a patient. This is needed for relating the medical condition of a patient with the cultural lifestyle. This is crucial as the lifestyle followed by an individual has direct impact on their medical records. The details information will help the workers of the healthcare department to respect the ethical duties of their profession. This includes respecting the cultural values of the patient as they providing medical service.

The idea of collaborative leadership is linked with that of shared leadership. This can help the stakeholders and leaders of the Healthcare organization to share essential values that can help in improving the condition of Healthcare database. The idea of effective leadership is linked to the essential share values, which can help during the process of critical decision making process (Shirley 2016). Essential features of shared leadership are due to the higher level of autonomy enjoyed by every Healthcare worker. The relationship between the staffs and the Healthcare workers in the Emirates Hospital can be enhanced as more number of people is involved in essential clinical decision making process. The innovation process in the Healthcare settings can be fostered as more number of people are encouraged to bring about innovative ideas are generated.

As mentioned earlier, ethical principles are highly essential in the context of implementing technology in the Healthcare sector. The management of the Emirates Hospital needs to implement the practice of ethical leadership as they decide on the fate of the organization. This can be achieved as the managers are able to create interesting ideas among the respective health care workers (Monteverde 2014). The belief of change management needs to be included in the given ideas of Health care facilities. This can enable the Healthcare workers to acquire essential information in the context of dealing with the management workers. The innovative behavior needs to be implemented in order to understand the importance of the gaining trust level of the Healthcare workers. This ensures that there are no forms of misuse of the detailed information related to medical background.

Baker (2015), have highlighted the fact that most of the management system in the existing Healthcare facilities have to implement the act of protecting the same for dealing with high levels of patient security and privacy care. This can be implemented in the form, where the name and other personal records of the patients are kept confidential keeping only the medical history published in the public domain. This can encourage the patient to freely share all forms of information related to their past medical records, where they are able to share their information related to mental and physical condition.

It is most essential step in understanding the importance of dealing interoperability, where the health care workers will have the ability to interpret all forms of medical records that are gathered from the databases (Badinelli and Sarno 2017). This is one of the most significant advantages innovative forms of working skills that are incorporated in the Healthcare workers. The professionals who are attached to the duty of health information management need to make perfect use of the standard that is incorporated under the given circumstances of dealing with management issues (Rich et al. 2018).

The quality of resources decides on the level of information system that is installed in the medical healthcare facility of Emirates Hospital. The overall Health Care information system consists of the Holistic overview all type of medical resources that are directly related to the activities of the decision making system. The human resource is the primary requirement for the given purpose, where the IT experts and researcher will be recruited for the implementing the initial plan related to the basic infrastructural changes. The data sources are also another part of the health resources. These include all forms of medical databases that are required as the primary source of information collection (Shah et al. 2017).

The effective decision making needs to be efficient regarding the healthcare resources that are needed for better levels of resource allocation. It is also important for the managers to follow the legislative regulation of better and accurate functioning of the healthcare information resources. These forms of resources include the elements of financial logistics that are needed to fully support the communication technology. This will also include all forms of dialogues that take place within the stakeholders of the service sectors (McKie et al. 2016). The efficiency of the data that are used depends on the quality of the data processing software used for the same.

The financial management plan is another essential component that ensures that proper for investment is made according to need of the healthcare institute. The financial planning will help in the purpose of optimized resource usages. The entire process of implementation of the healthcare information system will require 10-15 years. The hospital is expected to face financial loss for the first 3-5 years after the implementation of the project planning. With the period of next 5-10 years, the investors are expected to gain back the amount depending on the popularity of the health care information system.

The current project is estimated to be eliminated in practice within a time span of 10 to 15 years. Successful implementation of the current Healthcare project it is possible to improve the accuracy of medical services provided to the population among UAE. It is, however, essential to have smart objective depending on the needs of the population. The project activity has to be decided which will help to decide upon the management strategies that have to be implemented by the Emirates Hospital. The hospital is also expected to have innovative form of leadership, which is expected to motivate the workers to take up extra initiative in acquiring new skills. The leaders will also ensure that all leaders are able to make the most use of the existing resources. The awareness level of the stakeholders in the Healthcare organization can help to improve the existing situation as they will be able to make most use of the Healthcare information in implementing essential clinical decisions.

It is however recommended for the management of the Emirates Hospital to have proper usage of the existing Healthcare situation. The management also needs to review the existing technological infrastructure of the hospital in order to recommend proper changes. Selection of supplier and vendor of digital devices need to be highly reliable that will ensure high level of efficiency in the information gathering and processing techniques (Baddour et al. 2015).
