At the heart of the building, the designer has planned a Piano designed office building. The office building will be 14 floors above sea level that can provide a clear view of Central London. The high standards of the building along with the exclusive design will certainly appeal to the largest companies and entrepreneurs across the globe. The development of a project like that of Paddington Square presents the opportunity to boost the local economy by at last pound 400 million annually (Carmona, 2021). The project also presents the opportunity to develop jobs for close to 5000 people across Paddington. The economic boost will benefit the development of the community as it will provide employment opportunities for a whole lot of individuals (Bolton, 2018).

2.1Use relevant public secondary data sources to discuss the project’s strategic goals. What are the types of value expected to be delivered by the project? For whom does the project create value? How might the project contribute to the broader strategic plans of the Westminster City Council and the city of London? You must support your answers by employing relevant academic frameworks and concepts covered by the module.

Paddington Square Development Project is a major project undertaken by Great Western Developments Limited to change the current status of Paddington. Some of the strategic goals of the new project are as follows;

  • Development of Paddington Square into a happening commercial area
  • Development into a podium for globally renowned brands as well as independent innovators
  • Attracting the art lovers of London after the announcement of major public arts programme
  • Providing effective workspace to develop Paddington into one of the ;largest office hubs of the country

Strategic Analysis

The development of Paddington Square will be surely one of the boldest steps that will make the skyline of London look even more better. Of all the current transport hubs of London, Paddington is the only one which has been the lest appealing (Carmona, 2021). Though, the planning and efficient designing of the station was all well till now, the ever expanding station and the changing environment has been one of the main reason to undertake the project (ukconstructionmedia.co.uk, 2022). Changes in the design can help improve the retail space and the arts space. The new development close to the station will surely rejuvenate West London and will help in the development of a strong commercial hub (ukconstructionmedia.co.uk, 2022). Increase in footfall of the customers after the development of the area into a commercial hub can be beneficial for professional growth.

As said earlier, Paddington Square stands to the centre of development for Paddington. The development of a huge workspace in close proximity to the station, presence of a large retail space and the development of a large food court will surely increase the commercial value of the area. The development of a project like that of Paddington Square presents the opportunity to boost the local economy by at last pound 400 million annually(Bolton, 2018). The project also presents the opportunity to develop jobs for close to 5000 people across Paddington (Cerreta and Rocca, 2021). Such a process ensures the development of a strong economic development of Paddington. However, the greatest value that will be delivered from the part of the project includes the permanent closure of the London Street. Such a process can help develop a natural link in between the mainline Metro Station and the new building. A new road developed on the basis of the UK standard will certainly provide a strong and effective value to the users and the management in the most effective process.

The globalization of the modern era, dynamic changes in the needs of the people has made the regeneration and transformation process of London quite complex in nature. Diversity and complexity has made the process more tough to implement (Carmona, 2021). In this particular case, the geography of London has been changing rapidly since the last decade. The government and other institutions have been trying their best to develop a proper process in order to ensure the development of a smart plan that can be important for success. Creation of the plan in accordance to the needs of the people is important for Paddington Square development process(Martinsuo, 2020).

Business Case for Paddington Square Development

Value can be said to be fair return of goods, services and money for something exchanged. The presentation of value to the consumers can surely ensure success for the management in an effective process. The construction of new workspaces and other commercial developments can clearly increase the commercial value of the place (Carmona, 2021). Apart from this such a process can help boost the local economy and ensure commercial success. The stakeholders perspective in this particular case is important as because they are the ones who have the power or the capability to influence the project (Martinsuo, 2020). The influence power of the stakeholders is important to develop the commercial and social value of the Paddington Project (Martinsu, 2020).

Use relevant public secondary data sources to discuss the project’s business case. What are the expected project benefits, costs and risks and the rationale behind them? What is the relevance of the project’s business case in connection to the broader strategic goals of the Westminster City Council and the city of London? You must support your answers by employing relevant academic frameworks and concepts covered by the module.

As mentioned in building.co.uk (2022), the business case for this particular project is based on the development of Paddington Square as a world class station and hangout place of London. Such a project can be commercially viable and can help earn a huge revenue in the future. Carmona (2021) mentioned that the application of the project planning process in the Paddington Square project can thus be of great help as such a process allows the development and effectiveness of a broad strategic plan that can address the strategic goals of Westminster City Council. Paddington is one of the most ideal investment for a regeneration scheme as it has direct tube links to all the large terminals of London.

The benefit of the Paddington Square Project is that 78,000 sq ft of the new retail space is tailored to cater over 110m of visistors on annual basis, there is rise of 30% on the current financial figures by 2021. The building construction project creates open space for public, provides retail plus dining spaces and offers workspace for the real space. There is also outstanding quality of the Renzo Piano building workshop designing.

As per the report in building.co.uk (2022), in terms of the cost, it is also estimated that Paddington’s local economy is being benefited by £350m in the following year for completion of £350m. The development of this building is bringing 4500 new jobs in this particular area.

Benefits of the Paddington Square Development

The possible risks of this project are:

Schedule risk: The project is not able to complete within the scheduled deadline of 45 weeks, and therefore there is possibility of delay in the project completion.

Budget risk: The project is not able to complete within estimated budget of £350m as mentioned in the contract.

Construction risk: The equipment and resources required for the construction of Paddington Square Project is not of good quality, therefore it is impacting the outcome of the building work.

The project will undertake an improvement of the area with new office buildings and food courts as well as hang out areas for people (paddingtonsquare.co.uk, 2022). The rationale of the project is that a project development can attract a bunch of investors and will also provide a clean and effective place to the people to work in. Apart from this, the redevelopment process can also ensure a better and effective sustainable environment and develop a pleasant environment for the area.

Cerreta and Rocca (2021) explained that the project can ensure the success of the management in an effective and organized process. The improvement in the local jobs will be the main success for such a project. Apart from this, there will be a boost to the attraction of international companies who will be targeting the opportunity and will develop their offices and corporate centres in the new building. According to Armenia et al. (2019), the development of a positive atmosphere through the creation of the  new building will surely help in the development of the re-generation process of the Paddington Square. Proper education and training can also be important for success in the most efficient process. The Westminster City Council provides the best possible policies in an effective and organized manner (thisispaddington.com, 2022). The regeneration of the flagship stores in the areas like Paddington Square to develop success in the most effortless manner. The developing and regeneration program can important for the context of the business process. The Paddington development project has been put forward by the authorities under a sustainable model generation in an efficient and organized manner(ukconstructionmedia.co.uk, 2022). Martinsuo (2020) concluded that major developments are taking place on former industrial sites and the socio-economic character of the area is being transformed. According to wsp.com (2022), it is on a public transport hub and is creating jobs in a location that is adjacent to one of the most deprived inner-city areas in London. The redevelopment process can also ensure a better and effective sustainable environment and develop a pleasant environment for the area. The re-development project of West London’s Paddington Square will provide value to the different people who visits the station, the office goers as well as the local people. The project will be highly valuable for the community as such a project can increase the local economy.

Costs of the Paddington Square Development

Use relevant public secondary data sources to analyse the project’s stakeholders. Who are the project’s key stakeholders? Identify and discuss the stakeholders’ roles and their different interests and influence within the project. You must support your answers by employing relevant academic frameworks and concepts as taught in the module to identify potential interest and role conflicts.

The development of the stakeholder analysis refers to the development of the interest in the project and can have a strong influence of the project. The identification of the stakeholders is important for the development of the business in an efficient process (ukconstructionmedia.co.uk, 2022). Stakeholders are an important part of the Paddington Square development process. The involvement of the stakeholders will have to be important as such a process can be important for the development of the total project in the most efficient process (paddingtonsquare.co.uk, 2022). Stakeholder management. The main construction partner Mace along with the design partners has been hired on a ppp model where the companies will have a part of the profit in the most efficient process. The stakeholders of the business has developed a professional approach that supports the development of the process in an efficient manner(thisispaddington.com, 2022). Apart from the developers, the other stakeholders involved in this particular project are the local businessman, entrepreneurs, global business chains and most importantly the station goers. The global business houses will be using the vast retail space in order to ensure strong profitability.

Then, discuss the main challenges in relation the project’s stakeholders. Provide recommendations to address and overcome the challenges identified. You must support your answers by employing relevant academic frameworks and concepts as taught in the module

There are some major challenges in relation to the project stakeholders. Some of the major challenges to the PS project are as follows;

  • Challenge 1- The stakeholders are not addressed each of the project challenges to deliver world class solution for PS project. Many creativity is incorporated in design of the building, therefore the stakeholders are having lack of knowledge to design the building as per the specifications provided (wsp.com, 2022).
  • Challenge 2- The stakeholders are not closely interrelated with each other while creating space that worked for people plus vehicles, the stakeholders such as taxi operator is not liased closely to produce the circular layout.
  • Challenge 3- There is lack of weekly meetings with the key stakeholders of PS project, therefore the building developer plus contractors are not building required relations with the key stakeholders through extensive demolition of the PS building and commencement of the building construction work (Li and Xiao, 2022). Communication issue among the stakeholders is main challenge yo understand the construction communication for largest office development adjacemt to the Passington Square of London.
  • Challenge 4- Dynamic changes in the needs and demands of the people is always a major challenge to the stakeholders of the project. There are changes in need for travel demand such as new station entry plus exit points are required for the PS project. The selection of the stakeholders in Paddington Square must be done within a short period in order to ensure proper success in an efficient process (Li and Xiao, 2022).
  • Challenge 5- Proper arrangement of such a large-scale project will always be a major challenge to the stakeholder process. For example, proper coordination in between all the stakeholders will not be possible all the time (ukconstructionmedia.co.uk, 2022). Paddington Square will benefit from the involvement and coordination of all the stakeholders as such a process can help develop professional success in an effective manner.

In order to ensure that all the stakeholdes are closely related, there is consultation of team from outlet plus collated the requirements in single cohesive scheme that is to be built together. It causes reduction of the cost plus disruption of services. The project manager works closely with the station masterplab for allowing the business growth such that the area is growing over the time with the minimal disruptions.

Risks Involved in Paddington Square Development

It is also recommended that weekly meetings are conducted with the key stakeholders and regular construction newsletter is to be shared over 3000 local addresses. There is maintenance of database of the email contracts and respond to the complaints of the customers regards to lorry movements to plus from the site. There is also arrangement of meetings with the steering committee. The development of a strong coordination process can be efficient for PS project success. Such a process can ensure the development of the business process in the most organized manner. Proper coordination in between the stakeholders can help the business to ensure success properly. Such a coordination can help to develop Paddington Square and make it one of the best in London.

Use relevant frameworks and concepts as taught in the module to discuss the project’s success strategy. What long term criteria could help the project attain its overriding goals? What factors could be useful to evaluate the project’s success? What tools or techniques could assist the achievement and measurement of the project’s success criteria?

The development of the project is based on the organization of the different forms of the project elements. Li and Xiao (2022) determined that the application of their change management process in the Paddington Square project is surely of great help as such a process allows the development and effectiveness of a broad strategic plan that can address the strategic goals of Westminster City Council. As per thisispaddington.com (2022), Paddington is one of the most ideal investment for a regeneration scheme as it has direct tube links to all the large terminals of London. However, a project like Paddington Square re-development process can ensure success in the most efficient manner. The project aims to achieve a success strategy by means of developing and following a certain set of steps.

According to the report mentioned in macegroup.com (2022), development of a major public Arts Programme-The Paddington Square development area is based on the development of a dedicate corridor for major programme on arts and culture. Public art commissions has been formed to draw out a detailed sketch on the process. The use of lean Project Management can be important for developmental success and it is the first step of success strategy discussed that development of 21,000 square feet food court at the top floor- The top floor of Paddington Square building has been constructed to house a food court (ukconstructionmedia.co.uk, 2022). The large food court can be a nice place for hanging up and relaxing. Presence of large-scale to small-scale food brands will enhance profitability. The lean management tool can enhance the growth of the food court by means of an organized training process.

According to Sellar.com (2022), development of Office space-Presence of a large scale office space can ensure the development of a business cum cultural and social hub in Paddington. Close location of the Paddington station further helps to increase the value of the new project, is the third step of project success strategy. The fourth step is providing dedicated business spaces to large-scale organizations- Dedicated business spaces to a large number of different organizations is another major area for success (macegroup.com, 2022). Dedicated spaces can ensure success in the most professional process. The fifth step is development of office club space. Larsson and Larsson (2022) discsused that the office club space can be dedicated to productivity. Proper productivity can ensure efficient success in an organized manner. The club space development can be enhanced through the elan management process.

The long-term criteria of the project which are considred to achieve the project goals are 1) Scope- The scope of the project is creating 14 floors of the commercial workspace building with 15,000 sq ft of the occupier club plus terrace. The project goal is achieved by reaching highest construction point at Paddington Square (thisispaddington.com, 2022). 2) Cost: Sellar plus Mace are converting second stage of the development project with agreed £350m contract for Paddington Square Scheme followed with the competitive bid processes. 3) Timeline: The project is set to finishwithin 45 weeks and it will be completed by 2022 (wsp.com, 2022). The development project has objectives to create new premier residential, leisure and retail quarter.

Cerreta and Rocca (2021) discussed the factors which are considered to evaluate the success of the project. The first criteria is that there is experienced project manager along with construction professional project team leader to avoid any misunderstnadings in the project. The project manager is responsible to execute the project plan and invest in time plus resources through the scheduling. According to Armenia et al. (2019), monitoring and controlling of the project is required to keep the project on track and define the key performance inducators of the project is the second criteria. As discussed by Rogers (2022), the third criteria is efficient communication required for the project among the project client and project team member to disuss on the project risks. Chawla et al. (2018) mentioned that there is strong closure of the project continued to consume the project resources, is fourth criteria. It is required to sign off on confirmation of the delivery of the project plan and release of the stakeholders.

The project maangeemnt tools or techniques could assist the achievement and measurement of the project’s success criteria are earned value analysis is used as performance measurement tool that comoares amount of planned project work to accomplish the project work. Picciotto (2020) mentioned that Gantt chart is the project management tool used to plan the work as per the deadline and allocate the resources to each project activities. Chawla et al. (2018) concluded that the visual representation of the project schedule is shown to represent the completion tasks and tasks in the progress. Larsson and Larsson (2020) illustrated that the WBS tool is provided with hierarchical representation of the project tasks needed to finish the project plan. There is breaking down the structure of the project into manageable project deliverables.

Drawing from the concepts covered by themodule, from your analysis of the PS project in the sections above, and from publicly available information, identify an existing technological innovation that could be implemented in the PS project. Describe briefly the innovation; then discuss – How does the technological innovation of your choice enhance the project’s definition of value? What are the potential main challenges to the successful implementation of the selected innovation in the PS project? You must provide some recommendations to address the challenges identified.

The technical resources to be used in PS project will surely change the value creation of the project. (Cerreta and Rocca, 2021). The implementation of technological aspects can provide a strong success to the development of the management in an effective process. Such a process can help develop success in the most professional manner. (Rogers, 2022). The construction industry has been shifting from different types of options in an organized manner. The modern trend in the industry is purely based on the development of modular and green approaches(thisispaddington.com 2022). The use of modular and green approaches are based on the use of advanced building materials. Different forms of innovative and sustainable materials are generally taking the place of other materials. These kind of materials generally have their sources from sustainable materials that are developed from the living organisms like self-healing bacteria (Cerreta and Rocca, 2021). Apart from bacteria, the use of sustainable materials such as mycelium composites, bioplastics, and biofoam also form a part of this construction industry trend. All these industry trends can be used for the construction of the new building (Sellar.com, 2022).

The potential main challenges to the successful implementation of the selected innovation in the PS project:

  1. In this construction project, there is poor defined goal of the project to create floors of flexible commercial workplace buildings. There is undefined goal regarding further changes to monolitjic design that will undermine character of local area.
  2. There is overrun of the project cost as the project is not able to meet with its detailed cost of £350m as mentioned in the contract of the project for the second stage of the project. Cost overrun of the project is caused due to increase in cost related to piling as well as substructure works at PS project. The actual cost of the total project is £825 m, but due to lack of proper cost planning, the cost exceeds from its estimated cost (macegroup.com, 2022).
  3. There is lack of experience and skills of the construction staffs to use innovative plus compolex numerical modelling to asses changes in the vibration levels of the building. The project is focused on usage of the modelling techniques to investigate the changes to the ground conditions that can affect the vibration propagation. Therefore, the staffs are having lack of knowledge to use this technique for the construction work.

Based on the above mentioned challenges, following are the recommendatiosn provided:

  1. The project scope statement of the project plan will be required to take approval from the project manager so that there is no possibility of scope creep. The deliverables of the project such as project contract of 350m, new concourse for London Underground Bakerloo Line, mixed-use neighbourhood within Paddington are the scope which are to be apprived by Mace and Seller.
  2. Cost estimation method should be used to estimate the proper cost of the project and possible cost expenses required to do the project plan.
  3. The hiring of contractor, developer and construction manager are required for the project so that they should have knowledge of various construction modelling technique such as business process modelling, flow chart technique, data flow diagram, unified modelling language diagram and role interaction diagrams.
